Hydro-Guard ARRA Compliance

In response to your request for certification that the Hydro-Guard products meet the American Reinvestment and Recovery Act (ARRA) Compliance Standards for American Made Manufactured Goods, we are pleased to provide the following official response to qualifying questions furnished to Environmental Enhancement and Technologies by the USEPA - questions used to certify a product as Made in America.

	A.	Were all the components of the manufactured goods manufactured in the United States, and were all of the components assembled into the final products in the U.S.?		X

	C.	Did the manufacturing or processing operation result in the narrowing of the range of possible uses of multi-use product?	X

Using USEPA guidance regarding SUBSTANTIAL TRANSFORMATION of MANUFACTURED GOODS, USEPA provides that SUBSTANTIAL TRANSFORMATION has occurred if:

Answers to any Questions 1, 2, or 3, are YES
Answers to any Questions 2a, 2, 2c, are YES
Answers to at least two of 3a, 3b, 3c, 3d, or 3e are YES

Transformation of Hydro-Guard Flushing Systems, Automatic Flushing Devices, Sampling Stations and Enclosures products will be accomplished by Mueller Co. owned facility in Cleveland, TN, USA.
